Germany must make a more concentrated effort to achieve the environmental protection targets set out in the Kyoto Protocol. Road traffic plays a significant role in the level of CO2 emissions. Using bioethanol in fuel can lower the level of CO2 emissions. Having said this, the use of biomass energy is still a controversial subject. The German Federal Ministry of Consumer Protection, Nutrition and Agriculture (BMVEL) had asked a consortium headed by meó consulting to investigate this subject and present an economic and ecological evaluation of the use of bioethanol in fuels.
